Japan is better off financially that we are. The US cannot be expected to pay for mistakes made by other modern countries. They never should have built those Nukes in the first place. There is no such thing as safe nuclear power. ..... And building there are much too tall and too close to coast for an earthquake and psunomi prone island. ...... Japan needs to downsize!

If we can convince the Japanese to write off the same amount of debt as compensation for our costs to help, sure. It doesn't make sense for us to borrow from the Japanese and then give it back to them for nothing. The US owes the Japanese government over $800 billion, our second largest debtor nation.
