Mostly because MJ and Scottie retired....and since they did well before that, they didn't get good draft picks to build on. They've always had decent talent, but depending on the time period, it's either been the team not playing well together, coaching, or gm problems...

Every team tends to go in cycles -- mostly because of not balancing younger talent with veteran leadership (so the younger players can continue to lead the team later) -- when the bulls were on top, all of their key players were veterans that went elsewhere or retired...they'll be back, it'll just take a little while.

p.s. -- I was really hoping they'd go after KG last year -- that would have been extremely helpful. DWade would've been nice, to, but since Rose is a similar-style guard then it wouldn't be as beneficial -- a scoring post would've helped a ton, whether KG or someone else.
